Procedures for Qualifying as FHCs

To Domestic Bank Holding Companies and Foreign Banking Organizations:

The Board of Governors of the Federal Reserve System has approved a final rule, effective February 2, 2001, on procedures for domestic bank holding companies and foreign banking organizations to qualify as financial holding companies. [The interim rule was contained in our Circular No. 11235.]

The Board's announcement was made in a press release dated December 21, 2000. The final rule (pdf - 296kb), was published in Part II of the Federal Register of January 3, 2001.
